My name is Barry Kelly. I am a European Electrical Engineer registered with the European Federation of National Engineering Associations (FEANI) and a Chartered Electrical Engineer (C.Eng). I am a Member of the Institution of Engineering and Technology (MIET - formerly IEE) and an Associate Member of the Chartered Institute of Arbitrators (ACIArb).
I am a fully qualified, time-served electrician, with over 30 years’ experience in the electrical contracting industry. I am qualified to and hold a current City and Guilds 2382-10 (BS7671: 17th Edition) certificate. In June 2003, I graduated with a Bachelor of Laws with Honours - LL.B (Hons). As an independent consultant (Chartered Electrical Engineer), there is no issue relating to any conflict of interest relevant to the pursuance of electrical installation work; we do not undertake electrical installation work.
Our opinions and views are based upon the actual technical requirements, supported by scientific, mathematical and engineering criteria; as opposed to subjective, vague or unsupported opinion.

We are often instructed to shadow the Electrical Contractors on projects where we effectively act as their ‘wingman’. EXAMPLES – CASE STUDIES
Undertake the electrical design and offer consultancy services to include site supervision/project management at the JCB World logistics Centre (Blue Planet, Stoke on Trent).
Attend site meetings representing Andrews Electrical Ltd, to ensure the project was compliant and on time.
Identify/Highlight the issues relating to technical anomalies in relation to the existing electrical installation.
Discuss and resolve technical issues with the Client’s electrical consultant.
The Academy had undertaken several consultancy-led expansion projects over recent years. Various low voltage distribution cables had been installed and the electrical system had been periodically inspected and tested by various contractors.
Unfortunately, the earthing and protective bonding systems were inadequate and several distribution cables were undersized, or they would not disconnect under fault conditions or they had been mechanically damaged and required replacing.
B M Kelly and Associates Ltd were initially instructed to assess the results of a Periodic Inspection, discuss the technical anomalies with the contractor and the Academy and to compile and present the required resolution. This work included a significant amount of power quality analysis, in order to ascertain the ongoing electrical usage on site.
Our instruction was then extended to include the design and supervision of a significant Low Voltage Distribution Upgrade; this included the installation of new distribution cables as well as the connection of existing distribution cables into both new and existing switchgear.
